Overall Rationale: Given delayed start weirdness, my polling philosophy is as follows: Start from a preseason poll (which I didn't submit thinking the season would be scrubbed), freeze the teams that haven't played yet (it doesn't seem fair to move them up or down without playing games while others have), and then adjust the rest of the top 25 around those. So far, #1 Ohio State, #6 Penn State, #7 Oregon, #11 Wisconsin, #12 Michigan, #15 Utah, #20 Minnesota and #23 Iowa are frozen.
