Overall Rationale: It's very difficult to balance teams that have a track record vs those that don't. For example. OKSt and UNC over Penn St but under UO and tOSU. I need to see more out of both of those teams to justify putting them over the buckeyes and ducks but I think they have earned top 10 status. 2020 is weird, I know thats not a unique proposition but dang this is tough. Something I have done, if a team hasn't played any games, and isn't a perennial contender. they will be left out. Too many teams have impressive wins or are flawless to justify leaving them out for an 0-0 team. (Minnesota, USC, Michigan etc.)
