Overall Rationale: This is a backwards-looking resume-based poll whose final step is an algorithm that computes the value of wins and losses to date.  Opponent quality is based on the Massey composite, cross-indexed with the Sagarin rankings to place FCS teams, and adjusted based on my personal eyetest.
