Overall Rationale: My ballot places 0 weight on preseason expectations. I redo the rankings from scratch every week. IMPORTANT NOTE: I am treating the Baylor-Texas Tech game as a 3-7 point win in 1OT for Texas Tech, due to the inexcusable officiating error that saved Baylor in the first OT. Big movers are Georgia (-5), Florida (-5), Texas (-4), Cincinnati (+4), and Baylor (-4). Minnesota (22), NDSU (23), App State (24), and Washington (25) enter the ballot this week.

15 Texas Longhorns Yes, they lost the RRS. But it was a one score game against a top 5 team, and they're still well on their way to making the Big XII CCG again. They can't slip up again, though. -4
16 SMU Mustangs Big bye week for SMU. +3
17 Tulane Green Wave Tulane and SMU passing Michigan had more to do with the unconvincing nature of Michigan's win than it did with either of their performances, though Tulane blew out their opponent on Saturday. +3
18 Michigan Wolverines I'm more and more convinced that Michigan is a bad team. I've seen very little from them to make me think otherwise. +0
19 Cincinnati Bearcats Another good week for Cincy. Impressive win over Houston.  +4
20 Baylor Bears As I said in my overall rationale, I ranked the Bears as if they lost to Texas Tech by 3-7 in OT. Inexcusably bad reffing is the only reason that didn't happen. -4
21 Arizona State Sun Devils Wazzu is not a good enough team for ASU to be rewarded for beating them on a last minute drive. But there were a lot of losses down here in my rankings last week. +3
22 Minnesota Golden Gophers If they keep winning, they'll keep rising. They enter my rankings here for the first time this season.
23 North Dakota State Bison NDSU reenters after a brief exit from my ballot last week.
24 Appalachian State Mountaineers App State enters my ballot for the first time this year.
25 Washington Huskies UW picks up a win against a good-but-not-great Arizona team. It wasn't as much of a blowout as the scoreboard showed (I would know) but it was a solid victory. They reenter my rankings at 25.
