Overall Rationale: Going to be honest... after about #12 or #13 I'm not entirely sure. I'm giving a lot of credit in that bottom 10-15 for both recent wins and total wins. But overall I think that's the case across the rankings world. Not a lot of clear separation after #10 or so.
