Overall Rationale: For me the top 12 was straight forward and after that I had to compare resumes. So poll inertia may not be completely there for 13 and out in comparison to prior weeks. Dropped from my rankings were Miami (their best win is probably FSU by 1 at home) & Auburn (too early for me to have 3 loss teams ranked). Welcome to the show Iowa & Utah St. More on Utah St in their reasoning.

4 Notre Dame Fighting Irish ND edged a close win vs Pitt. Not exactly what I'd expect from a top 4 team, but being undefeated with their resume they're given the benefit of doubt, and received some help with UGA losing. 
5 LSU Tigers
6 Michigan Wolverines
7 UCF Knights UCF received their biggest test of the season and found a way. I would argue playing any team a 3rd time in 13 months is going to be close due to knowing each other, especially with the revenge factor for Memphis. W19. 
8 Georgia Bulldogs
9 Texas Longhorns
10 Oklahoma Sooners
11 Florida Gators
12 Oregon Ducks
13 West Virginia Mountaineers
14 Texas A&M Aggies
15 Kentucky Wildcats
16 NC State Wolfpack I dont feel strongly about NC State's resume, but they are a P5 undefeated. They'll get the chance to really prove themselves against Clemson.
17 Washington Huskies Didn't drop Washington too far with close losses to Auburn & Oregon (both essentially on the road). But that also leaves them with no signature wins. 
18 Penn State Nittany Lions
19 Stanford Cardinal
20 Iowa Hawkeyes
21 Cincinnati Bearcats
22 USF Bulls
23 Colorado Buffaloes
24 Utah State Aggies I had trouble picking a 25th team, so I thought App St or Utah St deserved it. Comparing them, I edged Utah St for a better win between the two (@BYU) and because Michigan St just topped Penn St on the road. Basically look at them as 25A & 25B
