Overall Rationale: Submitted only because required - I think the majority of bowl games are played under atypical circumstances (absent coaches, players, motivation, etc.) and that got even worse this year with the new early signing period affecting game prep.  As such I didn't bother with opponent quality adjustment and this uses the final regular season values and simply plugs in the scores and game sites (FAU, Navy, Memphis, and Miami-FL played in their home stadiums and their opponents got the away team bonus).
