Overall Rationale: See my previous polls for an explanation of the method. This one is a bit different in that it is an average of two rankings-one starting from a preseason ranking and one starting from everyone being equal (same formula/method otherwise). I always check how weird the poll is by seeing which teams would be the highest or lowest rank if it were part of the Massey Composite. Each method had its weird outliers and by averaging them together it reduced them somewhat. It didn't change Iowa, Louisville, and Texas being so unusually high though. I also think it is probably a bit too low on the PAC-12 (USC, Stanford, and WSU are at 26, 32, and 37.) I will be messing around with the formula in the offseason.
