Overall Rationale: Tried to do this based on resume as much as I could. 1-6 seems obvious to me, 7-14 was a clusterfuck of trying to position those teams, 15-25 seemed easy enough.

1 Clemson Tigers Obvious
2 Alabama Crimson Tide Obvious
3 TCU Horned Frogs OK State on the road and WVU are better together than USC at home and Oregon on the road IMO
4 Washington State Cougars Just continue to take care of business
5 Georgia Bulldogs Next team out, they're playing well in pretty much every facet.
6 Penn State Nittany Lions Next next team out only because UGA has that Notre Dame win.
7 USC Trojans No, I don't think USC is the 7th best team in the country. They have what is shaping up to be a very nice win against Stanford, and Texas won again which helps them. Ranking 7-14 was very difficult and I think mostly all the teams are fairly even.
8 Miami Hurricanes Needed a last second TD to beat the Noles, but it was a rivalry game on the road.
9 Oklahoma Sooners Still have a very good win against OSU on the road and Tulane is looking better. They probably deserve to drop further for losing at home to ISU, but who should be ahead of them really?
10 San Diego State Aztecs That Stanford win looks real good. But otherwise I could see how anyone could rank them at 15 or lower and be justified.
11 Auburn Tigers They've been playing well and their loss is on the road to #1, but not any good wins.
12 UCF Knights Maryland getting blasted again hurt them, but Memphis playing well still and UCF is clicking on all cylinders.
13 Wisconsin Badgers The schedule leaves a lot to be desired, but I give them the slight nod over OSU for not having lost.
14 Ohio State Buckeyes Just quietly keeps obliterating teams.
15 Washington Huskies Colorado losing really hurts because Washington has no noteworthy wins despite playing lights out defense and being able to score at will. 
16 Oklahoma State Cowboys Meh.
17 Notre Dame Fighting Irish Meh.
18 NC State Wolfpack Big win against Louisville.
19 Virginia Tech Hokies Meh. We'll see how long Cam is out.
20 Michigan State Spartans Self-explanatory.
21 Michigan Wolverines Self-explanatory. Also Florida lost again.
22 USF Bulls Meh. 
23 Stanford Cardinal The Love cannot be stopped. They're going to ruin someone's season this year.
24 Virginia Cavaliers OHHHH SHIIIITTTT trying to put some respect on they name. Really though the Hoos are playing competent football and have a very manageable schedule for October.
25 Navy Midshipmen Just consistently winning games. Next out was Texas Tech.
