Overall Rationale: I seem to have started basing ranking on a tiered system, with my tiers shaking out to be roughly 1-4, 6-16, 17-25.  I struggle to rank teams after the top 16ish.  One constant: there are no four-loss teams.  Also OSU's SoS is better than Alabama's.
