Overall Rationale: This is resume based polling.  So a team like Ohio State, which is likely a top team but doesn't yet have the resume to prove it is ranked lower than a team like Washington, which in my opinion has a slightly stronger resume.  One big cause of changes this week (for example, San Diego State falling all the way out) is a radical reevaluation of how good Notre Dame is this year, which affects various related teams like Texas and MSU, as well as teams that beat them.  I've put a few individual notes in the reason section for some teams, but they shouldn't be interpreted as comprehensive.

1 Louisville Cardinals Louisville jumps bama this week.  The main difference maker is USC's loss to Utah.  While the USC win is helpful to bama, they are only 1-3 so it's hard to view them as a great win anymore.

5 Wisconsin Badgers
6 Tennessee Volunteers They haven't been pretty, but they've got the deepest resume in the country.  Neither Ohio nor App State is a pushover.
7 Michigan Wolverines Michigan jumps up 17 spots this week.  The dominant PSU win helps a lot, but possibly a bigger factor is Colorado's upset of Oregon.

9 Nebraska Cornhuskers Nebraska falls this week despite winning on surprising losses for both Oregon and Wyoming.
